Kansas Governor Sam Brownback says the sales tax and tobacco tax increases he signed into law aren't really tax hikes at all, if viewed in the proper context.

A bill under consideration in the Kansas Legislature would dramatically increase state taxes on tobacco and alcohol. One proposal would add an extra $1.50 tax to the price of a pack of cigarettes.
