A Kansas House panel is moving toward approval of a measure to allow the sale of liquor, wine and full strength beer in grocery and convenience stores. The bill would let voters in individual counties decide whether to implement the change. Republican Representative Mark Hutton of Wichita supports the measure, but says he wants more protections in the bill for independent liquor stores.
Major grocery retailers lobbied for the bill but opponents say it will force small independent liquor stores out of business.
