There’s no school finance formula in place and the block grants approved by the state this year were declared unconstitutional by a three-judge panel in Shawnee County. Public school funding may be thrown into further chaos depending on what the Kansas Supreme Court has to say. As education reporter Sam Zeff discovered, this is all taking a toll on recruiting and retaining teachers in Kansas.
