Southeast Kansas is moving closer to becoming the site of a new state-owned casino, the fourth one in the state. A state board meets this week to choose a developer from among three applicants. Three state-owned casinos are already operating - in Kansas City, Kan., Dodge City and Mulvane (near Wichita).
