The federal Environmental Protection Agency is preparing to set new limits on greenhouse gas emissions. Governor Brownback says the state should be allowed to decide how it wants to meet the stricter standards.

The measure would allow Kansas' health and environment secretary to write emissions rules for state's power plants.
