The lawsuit seeks to stop the collection of fees from insurance companies that manage state Medicaid and children's health insurance programs.

Critics say the state is robbing programs for low-income, Kansas children in order to balance the state budget. Governor Sam Brownback did cut $63 million in state spending to help balance the state budget and $17 million of that is coming from the SCHIP program, a health Insurance plan for poor children.
