According to the U.S. Department of Agriculture, 47 million Americans are enrolled in the SNAP program, or food stamps. In Kansas, participation in SNAP has increased 70 percent in just five years. SNAP, or Supplemental Nutrition Assistance Program, is the biggest spending item in the farm bill. And the program has a big bulls eye on it as Congress debates new legislation.
