Questions Remain Concerning Private Meetings at Cedar Crest

A Kansas district attorney concluded the governor and  some legislators did break the state's open meetings law. But there will be no charges filed, and no fines. As KCUR's Steve Bell discovered, there are some loopholes in the Kansas Open Meetings law.
