Kansas Governor Signs Controversial Welfare Bill into Law

Kansas Governor Sam Brownback has signed a bill into law that makes several changes to the welfare system.  His administration calls it the most comprehensive welfare reform law in the nation.  As Jim McLean of the KHI News Service reports, Brownback signed the measure despite a wave criticism from those who say the law simply punishes low income residents for being poor.
