It can be hard for new companies wanting to try new things to gain a foothold in the health insurance market. But a group in Kansas is out to buck the odds with help from the federal government. As Jim McLean of the KHI News Service reports, the Kansas project is part of a nationwide effort to establish a consumer-owned insurance co-op in every state.
