Fights over water rights are nothing new, especially in the American West. For decades, the state of Kansas has waged legal battles against other states over the issue of water. Commentator Rex Buchanan is the director of the Kansas Geological Survey at the University of Kansas and a frequent contributor to Kansas Public Radio.
