As it gets harder and harder to balance the Kansas budget, we’ve been looking at some of the unintended consequences of the 2012 tax cuts. As reporter Sam Zeff discovered, Kansas farmers now pay no income tax -- and that includes not paying income taxes on money they get from the federal government.
