Kansas residents would have more say on whether large poultry plants locate near their homes under a proposed bill in the legislature. The proposal stems from last fall’s public backlash against plans for a chicken plant near Tonganoxie. Reporter Celia Llopis-Jepsen of the Kansas News Service explains.
