Opponents says a new anti-bullying bill is actually a voucher program meant to strip dollars from public schools.

A new bill proposed in the Kansas Legislature would let victims of bullying transfer to a new public or private school. But as Stephan Bisaha of the Kansas News Service reports, critics say the bill could make bullying worse.
