One major focus of the bill is tougher punishment for people who use the services of underage prostitutes. Schmidt says the idea is to concentrate more on prosecuting people who buy underage sex services, and less on prosecuting the children involved.
The bill would establish a fund to assist the victims of human trafficking. Schmidt says the measure will also serve as a clear statement that Kansas takes the crime of human trafficking seriously.
