Budget Director Steve Anderson says eliminating the mortgage interest deduction would mostly affect higher-income Kansans.
The governor's proposal would also cut personal income tax rates, and make what had been a temporary 1 percent sales tax increase permanent. Some lawmakers argue that keeping the sales tax elevated disproportionately affects low-income taxpayers.
