House leaders have released the details of a tax proposal they're pushing. The bill will mirror some parts of Governor Sam Brownback's tax plan. House Speaker Mike O'Neal, a Republican from Hutchinson, says they crafted the plan so it will benefit all income groups.

The Hugoton Republican says programs like Medicaid and the state pension sometimes grow faster than that. He says the cap would limit lawmakers' options.
