Kansas Governor Sam Brownback has signed a controversial new tax plan into law. He did so yesterday (THUR), during stops in Overland Park and Wichita. Jim McLean of the KHI News Service was at the Johnson County ceremony and files this report about the new law which both lowers and raises taxes.
