A whirlwind schedule for Victor Ortiz (Or-teez) continued yesterday (THUR) in the state capitol. Born in Liberal and raised in Garden City, Ortiz won boxing's welterweight world championship last month. As Kansas Public Radio's Greg Echlin reports, his latest honor was a proclamation signed by Kansas Governor Sam Brownback.
