Topeka Recruits New Residents with Cold, Hard Cash

Topeka made national headlines last month when it announced it would pay anyone up to $15,000 to move to the capital city and work for a local company. Topeka joins other places -- like Vermont and Tulsa, Oklahoma -- which also offer cash incentives to new arrivals. But picking a home isn’t just about money.
