Plans to put a cap on state spending -- and phase-out the income tax -- are commanding a lot of attention at the Kansas Statehouse. Governor Sam Brownback is pushing one plan. House Republicans prefer another. Meanwhile, a coalition of moderate Republicans and Democrats in the Senate could stand in the way of either plan becoming law.
