Governor Sam Brownback says Kansas is in good shape.  In his final State of the State address last week, he pointed to a dramatic drop in childhood poverty since he took office seven years ago.  He credits the drop to his policies of encouraging “self-reliance.”  As Madeline Fox of the Kansas News Service explains, Brownback's welfare reforms will be a major part of his legacy.
