Big government projects often run behind schedule and cost more than expected. But often there’s a human cost as well. That’s the case with the Kansas Eligibility Enforcement System, or KEES, project. Launched five years ago, the project is behind schedule and tens of millions of dollars over budget. It has also left thousands of poor, disabled and elderly Kansans without health care and pushed some nursing home budgets into the red. Jim McLean of the KHI News Service has the details.
