Legal Issues Delay Construction of KS Coal Plant

State environmental officials want to hear from the public about proposed changes to a permit that would allow a controversial coal-fired power plant to be built in southwest Kansas. As Jim McLean of the KHI News Service reports, the proposed changes stem from a lawsuit filed by an environmental group.
