The House Federal and State Affairs Committee was expected to vote on the bill last week. But the winter storm cancelled work for two days in the Statehouse and then debate on the bill delayed it. The bill would bar local governments from passing any regulations on open carry, and would bar localities from asking their employees if they have a concealed weapons permit. The bill’s author, state Representative Jim Howell, a Derby Republican, offered an amendment saying someone who is intoxicated couldn’t open carry a firearm. That sparked considerable debate, delaying a vote until this week.
