The federal trial over what Kansans are required to do to register to vote is heading into its second week. Secretary of State Kris Kobach says the state’s tough rules for voter registration are necessary to combat voter fraud.  The ACLU is arguing that the rules are keeping too many legal, qualified voters away from the polls. Celia Llopis-Jepson of the Kansas News Service reports on the trial continuing this (MON) morning in federal court in Kansas City, Kansas.
