Kansas lawmakers find themselves in a familiar but unwelcome position as they start the second half of the 2016 session. Like last year, they’re struggling to balance the state budget because tax revenues continue to fall short of projections. But unlike last year, this is an election year. And legislative leaders don’t appear willing to balance the budget by raising taxes. We get more from Statehouse reporter Jim McLean, of the KHI News Service.
