House Leadership Unveils Plan to Cut Taxes, Cap Government Spending


House leaders have released the details of a tax proposal they're pushing. The bill will mirror some parts of Governor Sam Brownback's tax plan. The House bill would cut income and business taxes with the goal of boosting the economy. House Speaker Mike O'Neal, a Republican from Hutchinson, says they crafted the plan so it will benefit all income groups.



House leaders and the governor propose capping growth in state government spending at 2 percent per year. That concerns Senate President Steve Morris. The Hugoton Republican says programs like Medicaid and the state pension sometimes grow faster than that. He says the cap would limit lawmakers' options.


Hearings on the House tax proposal could start later this month.
