Kansas Governor Sam Brownback is proposing $5 million in "seed money" for a fund to increase the number of medical residency slots throughout the state.  He also established a task force to lure a private osteopathy school to the state.

It is unclear where the cash-strapped state would find funding for the plan. Brownback promised more details when he releases his budget proposal next Wednesday.
