Many Kansans would probably be hard pressed to explain the difference between Medicaid and Medicare. Congress created both programs in 1965 at the urging of President Lyndon Johnson. But they serve very different purposes. Everyone qualifies for Medicare at age 65. But eligibility for Medicaid – the health care program for the poor and disabled – differs from state to state. And as Jim McLean of the KHI News Service reports, an effort is underway in Kansas to transform Medicaid and reduce its cost.
