Q: Traditionally… what time does Santa Claus arrive in Kansas on Christmas Eve?

A: When children fall asleep

According to tradition, Santa Claus only stops by to deliver gifts after all the children in the home are sound asleep. This is certainly true in Kansas, which is why all children should be tucked away in bed fairly early on Christmas Eve, so Santa has time to make all his deliveries.
